He graduated from the Yugra State University (Khanty-Mansiysk) with the degree «Native language and literature». Since 2000, he has been working in the Ob-Ugric Institute of Applied Researches and Development as a videographer, a specialist in translation of folklore materials into electronic format. After graduation the Yugra State University, he was transferred to the position of a researcher. Together with V. N. Solovar and V. D. Gatchenko, he prepared for publication the monograph "Production field vocabulary of the Khanty language" (2010). In 2012, P. T. Tarlin prepared for publication the folklore collection of texts by the storyteller G. G. Grishkin.
